Prof. WEI Baowen, the CAS academician and the director of NLHIRFL, delivered the welcome speech at the meeting. Prof. XIAO Guoqing, the director of IMP and the deputy director of NLHIRFL, gave a presentation on the status and further development of HIRFL.

　　Prof. WAN Yuanxi, the Academician of Chinese Academy of Engineering (CAE) from Institute of Plasma Physics, CAS, Prof. YE Yanlin from Peking University, Prof. ZHU Xinzhong from Shanghai Institute of Space Electronics Equipment, Prof. HU Yimin, the chief radiologist from Cancer Institute & Hospital, Chinese Academy of Medical Sciences, and Prof. Dieter.H.H.Hoffmann from GSI in Germany presented invited talks on the latest achievements and progresses in the research fields of material physics, radiation physics, astronautics, and heavy ion cancer therapy.  

　　Group sessions were held in the afternoon. The academic committee members evaluated the beam applications for the years of 2010 and 2011 from NLHIRFL users and approved the total beam time of 8000 hours for the users, with 4000 hours for heavy ion physics research users and 4000 hours for heavy ion applied study users respectively.

　　The academic committee members at heavy ion accelerator research group discussed the 12th five-year planning project by IMP and the status and further development of the current accelerator, and put forward beneficial proposals. Constructive suggestions on beam application, distribution, and management were proposed by the academic committee members.  

　　More than 50 committee members from 31 research institutions attended the meeting. Prof. FANG Shouxian, the CAS academician and the director of the academic committee of NLHIRFL, and the CAE academician Prof. WAN Yuanxi served as the chairmen of the meeting.
